ILO/Cinterfor Series of videoconferences: The role of vocational training in response to the Covid-19 crisis

With the aim of facilitating dialogue and exchange between the professional training institutions that are members of ILO/Cinterfor, the Centre has organised a Series of videoconferences to address, from different perspectives, the impact of the Covid-19 crisis on education and training mechanisms.

1- Videoconference: Covid-19: the response from the VTIs - 26 March
This videoconference was organized with the aim of establishing a dialogue and exchanging strategies, actions and tools to cope with the current global health crisis. The activity had a very wide participation: 40 directors from 20 training institutions and ministries of labour from 15 Latin American countries.
During the activity, the impacts that VTIs are having in the current context with the suspension of almost all of the face-to-face training activities were shared (in figures, there would be more than 12 million participants, 60% of them in the 2 lowest income deciles, according to our last survey in 2017).
In addition, each of them briefly presented the measures that have been taken, among which we highlight the increase in distance or virtual training actions, intensifying the use of learning management systems (LMS) and other existing digital resources. A new generation of distance courses were also implemented, based on the strengthening of soft skills and digital competencies, as well as other actions to support countries either by using their workshops for the preparation of necessary health material, and their laboratories and technicians trained for research and development of solutions to deal with the emergency.
2- Videoconference: Trainers and teachers to cope with Covid-19 - 3 April
On this second occasion, in addition to the platform where 72 people logged on, a live streaming through Facebook was performed, reaching around 230 people, mostly from the network's member institutions. The objective was to exchange on these three questions: How are our VTIs doing to give online continuity to the face-to-face processes? What tools are they using to improve the participation of teachers and trainers in distance training? What ideas are emerging to better prepare themselves in the medium and long term?
To this end, three different institutions shared their experiences: SENAC from Brazil, SENA from Colombia and TKNIKA from the Basque Country, and INTECAP from Guatemala sent its comments. After these presentations, there was a space for questions and consultations. The video of the complete recording will be available soon. 3- Videoconference: Vocational training: a response coordinated with employment, protection and recovery policies to cope with Covid-19 - 16 April
It focuses on reflecting on various questions that arise on the immediate scenario and that of recovery and exit from the crisis.

6- Videoconference: Digitisation and professional training in times of COVID-19 - 7 May
The offer of spaces for remote learning has increased exponentially. In a few weeks, different actors published new learning platforms, both for updating and preparing teachers and for offering new digitally based content.
In addition to promoting their own online training platforms, several vocational training institutions have signed or are considering agreements with various institutions that offer "online" training under different modalities (micro-courses, MOOC, among others).
In this videoconference we aim to analyse this growing trend, find out the motivations, scope and expectations of the institutions to include this new offer and analyse the challenges that this trend represents in the future, with regard to the way in which we know the institutional arrangements for vocational training and the objectives of training and certification in competencies.

9- Videoconference: Before the COVID-19 scenario: Is virtual training here to stay? - 28 May
From the beginning of the pandemic until now, institutions and teachers have deployed a series of responses to the present challenge but they have also made use of virtual training tools of different types and with different proposals. In view of this and given that in several countries the return to normality is already being analysed, the question arises as to whether distance training, together with flexible models that integrate the face-to-face and the remote, is here to stay.
