National and regional qualifications frameworks - Overview prepared by Eduarda Castel-Branco

This document was prepared by Eduarda Castel-Branco in the ocassion of a webinar organized by ILO/Cinterfor: "Regional Qualifications Framework in LAC. Purpose, goals and evolution of frameworks".
The development and implementation of national, regional and even transnational qualifications frameworks has been ongoing worldwide since the late 1980s. Interpreted broadly as tools for the development and classification of qualifications according to a set of criteria relating to the learning levels achieved, qualifications frameworks have evolved over many iterations over the last four decades, and although they are contested, steady progress has been made. At the time this report is prepared, there are at least 150 countries worldwide that have established National Qualifications Frameworks (NQFs).
