The Council for Technical and Vocational Education and Training is required to do among other things,
- develop and initiate the implementation of policies;
- establish standards to meet national, regional and international requirements;
- further develop the national system of performance testing and certification;
- undertake curriculum development with the use of the Competency Based Modularized methodology;
- conduct research on TVET;
- implement quality control mechanisms;
- and monitor the performance of both formal and non-formal Post-Secondary TVET Systems.
The functions of the Council for TVET are articulated in the Technical and Vocational Education and Training Act of 2004.

To ensure a Competent Labour Force to meet the changing demands of global competitiveness.
Misión:
The mission of the Council for TVET is instructive in terms of the performance of the system nationally. It states as follows:
- The work force preparation in Guyana is committed to ensure that Business and Industry are provided at all levels of occupational standards with workers who are competent to provide a high quality of products and services as demanded by global competitiveness.
Objetivos:
- Advise the Minister on the measures required to ensure a comprehensive system of technical and vocational education
and training that is suited to the development needs of Guyana; - Establish, develop and monitor schemes for the training of craftsmen, technicians and engineers needed to sustain and enhance economic growth;
- Develop a national system of Competency Based Modularized Training and initiate its implementation;
- Expand the scope of industrial training in industry;
- Monitor and evaluate the delivery of all TVET programmes;
- Implement a National System of Testing and Certification; and
- Implement and maintain standards for the delivery of TVET.
