Regional Qualifications Framework for Latin America - Proposal
From ILO/Cinterfor, the Inter-American Centre for Knowledge Development in Vocational Training of the International Labour Organization, and with the support of the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Organization of American States (OAS), this proposal for the structure of the Regional Qualifications Framework for Latin America is presented.
The technical view of the process of construction of this proposed Latin American Regional Qualifications Framework was provided by Fernando Vargas Zúñiga, ILO/Cinterfor Vocational Training Specialist, with the support of Liliana González Ávila, ILO/Cinterfor consultant, in the research and writing of this document.
The document is proposed with the purpose of elaborating a proposal for a basic structure, objectives, principles, as well as a matrix of descriptors and levels of a Regional Qualifications Framework, principles for its usability and comparability, which will serve as a reference at regional level for countries initiating or immersed in the implementation of qualifications frameworks. This framework will serve as a meta-framework for countries initiating or wishing to update their national qualifications frameworks.
The first chapter includes some background information on regional frameworks; the second chapter refers to the comparability analysis carried out with the nine existing frameworks. The third section includes the structure of the framework itself: objective, levels, dimensions and matrix of descriptors. In the fourth and fifth parts, respectively, the usability of the framework and the steps for its implementation are discussed. The document closes with several key points to consider in the construction of the roadmap.
